UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and land to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan featured the disposal of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Increases and Broader Fiscal Strains

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to raise council taxes next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the survey revealed.
